Is there a way to forbid the WebClient 9.1x installation from writing files to the 'C' drive?

FIX:
No. In order to successfully install WebCleint, certain files must be written to the "C" drive. Progress writes to the \Program Files\Common Files, Windows\System32, and \Temp directories. There is no known way to avoid this.
