CAUSE:
Bug# 20000524-015
CAUSE:
It appears for output parameters, ORACLE is setting *plen AND *perr both to the current length of the value returned. Dataserver treats nonzero *perr as error code.
FIX:
The issue has been fixed in Progress 9.1A05 Patch and Progress 9.1B.
