in v7 -stream will specify different codepages (foreign chr)
In version 6 Progress assumed ibm850 codepage but in version 7 you
specify different codepages using the -stream option.
For instance customers who may have sent foreign characters (such as
e with accent aigu) out to a file or printer in version 6 may find
that doesn't work in version 7. THey need to specify the appropriate
codepage with the -stream option.

For example a simple case like:
output to rpt.txt.
display "~350" skip "~351".
will produce different results in v7 than in v6 unless the -stream
iso8859-1 option is used at startup.
