Disk space not an issue
Problem does not occur on all machines
CAUSE:
Some or all of system32 files write-protected
FIX:
Reset the permissions (attrib -r %WINDIR%\system32\*.*) and rerun netsetup
%WINDIR% is a Windows system environment variable which points to the installation drive and directory of Windows
