FIX:

All files should have Read permissions. Write permissions are not required in order to execute a program in Windows. Files in %DLC%/properties should have Write permissions as changes made via Progress Explorer are written to these files. If there is a concern regarding granting Write permissions to everyone, then ensure that at least the user that starts the AdminServer has access to these files. In %DLC%, there are files named proexp.*. These files hold the servers you add when you run the Progress Explorer. These files should also have write access so that they do not have be reentered every time you invoke the Progress Explorer.
