CAUSE:
This is an expected behavior.
FOR FIRST and FOR LAST act differently than the FOR EACH where at the end of the block there is no record available in the buffer.
FIX:
Expected behavior.
In OpenEdge 10.1B and later releases the documentation has been updated to reflect this.
