Can not start Admin service as local System account
CAUSE:
The root cause of the problem is a permissions issue - the user starting the AdminService does not have sufficient permission on OS level.
FIX:
Add a set of permissions as per Progress Solution P4709 to user starting AdminServer.
This can be done by: Control Panel -> Domain Controller -> Security Policy -> Security Settings -> Local Policies -> User Rights assignment.
