SYMPTOM(s):
German umlaut characters sort in the wrong order
Running:
DISPLAY "a" = CHR(228). /* CHR(228) is "a" with umlaut in 1252 or ISO8859-1 */
results in true.
CAUSE:
The session collation is starting with a non German (for example, basic) collation sequence either in startup.pf or in a command line .pf file.
FIX:
Start the session with -cpcoll german9
