Should the Number of user for product WorkGroup Database or Enterprise Database be equal to the value of -n?

NO
-n can be greater than the number of users for Product Workgroup Database or Enterprise Database. Indeed, the same person can be connected more than once to the same Database, and, -n includes the number of 4GL batch jobs, AppServer connections as well as the APW's AIW BIW and Watchdog
The number of users for the product has something to do with the number of person (user-body) that may connect to a Database. Please, refer to your sales person for any issue regarding this number
