FIX:
There is no way to install Progress Explorer(PE) utility without installing the Progress product first.
Some client software packages, such as 4GL Development and SQL Client Access do include PE when they are installed using either the typical or complete installation methods.
Name Server, which is a free download, will install PE as well. Installing Name Server may be the quickest way to get the PE utility installed.
The Name Server product can be downloaded from the Download Center (via the Tech Support web page) at:
http://www.progress.com/support
After logging into the ESD site follow the links:
Software->Progress Software ESD->Progress Deployment Components->NameServer
