FACT(s) (Environment):
Windows NT 4.0
No antivirus programs running.
No scripts running which might delete <database name>.lk files.
Client not deleting <database name>.lk file.
Databases set to autostart from AdminServer.
Progress 9.x
CAUSE:
A C executable was created by the application developer which was consuming 100% of the machine resources. This prevented the Progress broker from performing one of its duties (to check for the existence of the .lk file of the database).
When the Progress executables are not able to perform the programmed check for the existence of the <database name>.lk this constitutes a failure which causes the executable to initiate shutdown procedures for the database.
FIX:
Identify the process inappropriately utilizing all CPU time on the system.
Always leave some CPU availability on the system.
