DYNAMIC-FUNCTION('getPanelState':U IN h_pupdsav) returns a blank
"panelstate" function is not in 9.1D ADM2
CAUSE:
Bug# 20020328-011
CAUSE:
The PanelState function was removed.
FIX:
Implementing getNewRecord. It's values are 'NO', 'Add' or 'Copy'.
The getObjectMode will be 'Modify' all the time with a 'Save' tablieo. It
changes between 'update' and 'view' if the tableio uses 'Update'.
