The _prowinr run-time client does not exist from Progress 8.2x onwards

FIX:
If you have more than one type of Progress client and want to limit access or functionality of the session to the Run-time Client, then use Run Run-time Client startup parameter (-rr) with prowin32, regardless of Progress clients installed, this will force the session to behave as a Run-time client.
example:
prowin32 -p main.p -rr
