There are many variables that need to be considered when setting up the relationship between the number of servers being spawned by the broker and the number of users per server for any given network.
It may be that you would want to start multiple brokers and have specific jobs connect to a broker that allows only one process per server, while the another broker handles the general traffic with multiple users per server.
There are many possible scenarios that would need to be tested.
