V7 MSW - lose 3-D effect if button down image specified

Under MS Windows, the 3D border is only drawn on
single image buttons. If a "DOWN" image is specified, then it is
assumed that the supplier of the images wants full control over the
buttons look & feel. This is the expected behavior and not a bug.

Note that this doesn't apply to adding an insensitive image. If a
button has an up and an insensitive image (with no down image), the
3-D effect remains. It is only when a down image is specified that
the 3-D graphics are removed.
