CHANGE:
Upgraded from v8 to v9.1D
CAUSE:
This error should happen with any lock that exceeds the timeout value that has been set. This is not dependent upon the version or the way you are running the batch file, but rather the way in which the records are being held.
FIX:
Check with promon and see what records and which tables are locked. Maybe another proces is locking that record.
