Error 6268 and 6269 during Unconditional Shutdown.
You have attempted to connect to a database with too many users connected to it. Retry the connection later, or increase -n on the server. (5291)
Error in ReleaseSemaphore lastnum = <number>, error = <number> (6268)
Error clearing semaphore, current value = <number>, return = <number> (6269)
CAUSE:
The exact cause is unknown at the time of this writing.
FIX:
Perform an Emergency Shutdown on the hanged database:
proshut <dbname> -by -F
