CAUSE:

The database was being connected to in single user mode when the error appeared.

There was no port number specified in ODBC Data Source Administrator

FIX:

The solution is to start the database server and put the value in the Port number in the ODBC Data Source Administrator->ODBC Progress SQL-92 Driver setup as shown above.

The connection parameters in the ODBC Data Source Administrator->ODBC
Progress SQL-92 Driver setup were as follows

Data Source Name: Progress
Description: Testing
HostName: pcnt
Port Number: <==============Notice the value is blank
Database Name: sports
User ID:

The 4GL development includes Personal RDBMS (single user local database for development and deployment) for which one can start the Progress server using -S -H -N.
