V7 NLM Server PROMSGS and _MPROSRV.NLM must be in same direc
In Version 7 of the NLM Server, PROGRESS expects to find the PROMSGS
file in the same directory as the _MPROSRV.NLM module. There is no
method to override this (i.e., no way to set a PROMSGS environment
variable to redirect the search).
