FACT(s) (Environment):

Progress/OpenEdge Product Family
CAUSE:
Running idxbuild from within the <install directory>\bin without setting the path to the database
FIX:
You should not run Progress executables from within the directory where they exist:
1. Select proenv from the Progress program group
2. Change directory in the proenv window, to the database directory, using the cd command
3. Run idxbuild
