Version of Oracle Session Parameter, -VO
The -VO (Version of ORACLE) is only necessary when using the Data
Dictionary to create, update or verify the schema holder.
It is not needed if startup READ ONLY (-RO) is used.
PROGRESS version 6 default is -VO 6
