SEMMSL Setting For NCR Tower 32/2xx, 32/4xx, 32/6xx Machines

NCR has recommended a setting of 32 for SEMMSL (Max number of
semaphores per SEM id) parameter. This would seem to limit the total
number of users on a database to 28 (see A-7 Sys Admin Guide for
formula).
However, NCR did say that increasing this parameter to 64 would be
acceptable (allowing 60 users to log into a database).
