testsv testcl with Banyan 4.0 Rev 0 network

There have been some problems with the networking tests (testsv,
testcl). A client ran these tests on his Banyan 4.0 Rev 0 network,
and it returned the error message 18. When they actually tested
using progress, it worked fine. Although they didn't do extensive
testing, Banyan 4.0 Rev 0 appeared to be working fine with 3 clients.
