Can't create BACKGROUND frame using UIB Property Sheet
It is a known issue that you can't create a BACKGROUND frame using
the UIB Property Sheet. This has been entered as an enhancement
request.
It is possible to add a BACKGROUND frame using the Procedure Editor.
The proper syntax is given in the Language Reference, Vol 1, under
"DEFINE FRAME" and in the on-line Help for "DEFINE FRAME".
