This error can be avoided by installing the _mprostrt and _mprosrv
modules with the following privileges.
To issue these privileges: 1. log in a system 2. set default to
sys$system 3. issue the INSTALL command 4. at the > prompt, type
>ADD/OPEN/HEAD/SHARE/PRIV=(SYSLCK,SYSGBL,SYSNAM,DETACH,GROUP,WORLD)
"DUB0:[DLC]"_mprstrt.exe where "DUB0:[DLC]" is the path where
progress is installed.

>ADD/OPEN/HEAD/SHARE/PRIV=(SYSLCK,SYSGBL,SYSNAM,DETACH,GROUP,WORLD)
"DUB0:[DLC]"_mprosrv.exe (where "DUB...." is the path where progress
is installed.
>EXIT
Also note: Users cannot create a progress they created unless the
PRODEL module is installed with SYSLCK privileges. This is not done
automatically because the sys admin should decide sho can and cannot
delete a database.
