Application error 8 using escape: v12.0 of Op Sys util

CTOS VM 2.4, CONTEXT MANAGER 2.3, AND 12.0 OPERATING SYSTEM
UTILITIES
Using the above configuration, if you escape to the operating
system by passing parameters to an operating system command,
e.g.,
BTOS [sys]<sys>files.run files * y
you will be brought to the context manager screen with
Application Error 8.
If you do not pass parameters, e.g.,
BTOS
it will work fine.
The problem appears to be in the 12.0 version of the operating
system utilities. Versions 11.3 and 11.4 of the o/s utilities
with CTOS VM 2.4 and Context Manager 2.3 works fine.
