MENU-KEY won't work with "Enter" (or "Return") in TTY mode
There is a known problem with TTY mode when you try to have a pop-up
menu appear for a widget when you hit the "Enter" key. This is done
using the MENU-KEY attribute.
Ordinarily, if you wanted a pop-up menu to appear when a user pressed
a certain key while a widget has focus, you'd signify which key by
setting the :MENU-KEY attribute as follows:
BUTTON-1:MENU-KEY = "a".
In GUI mode, the "Enter" ("Return") key is allowed, whereas in TTY
(character) mode it is not. This has been entered as a bug and is
presently under investigation by Development.
