CAUSE:
Error 541 means that the user who is attempting to disconnect the user from a database did not start it. AdminServer initiated by AdminService that is started under the Local System Account, started the database. The user account, therefore, does not have the authority to disconnect other users. The user needs to have local administrative rights to disconnect other users. Even a user who is part of a domain admin login account, who by default, belongs to the local administrator's group, does not inherit all of the rights and privileges of the local administrator. This applies to any action that involves a Windows service.
FIX:
Add a local user account with the same name and password as the domain login account. Add the new local user to the local Administrator group. This will allow the user to disconnect other users from the database started by AdminServer.
