GOAL:
Is it possible to add an index to a Database throught the Data Dictionary with users still connected?
FIX:
In order to add an index, the user adding the index must have an exclusive schema lock. This is unlikely to happen with users actively running applications against the database. Progress recommends that all schema changes be done offline.
