IMAGE widget cannot overlay data-entry widgets
If a user creates an IMAGE widget and attempts to overlay it on top
of, say, a FILL-IN, the image widget will refuse to be on top. Even
when the IMAGE:MOVE-TO-TOP() method is used, the image will remain
beneath the fill-in.
This is not a bug! The behavior is due to the fact that the image
widget is in the "background field group". As such, it cannot
overlay foreground widgets, which are typically data-entry widgets
such as FILL-INs, RADIO-SETs, TOGGLE-BOXes, etc.
