FIX:
Progress WebSpeed runs as a background process, thus it basically runs an _progres in batch mode. The process is managed by the AdminServer which runs as a service. Therefore, to optimize performance, set the Application Response under the Performance Options to "Background services".
To set the Application Response, follow these steps:
1) Right mouse click on the "My Computer" icon on the desktop, and choose the Properties.
2) Select "Advanced" tab.
3) Click the "Performance Options" and choose the radio button to select "Background services".
