Permissions needed to disconnect hung users in Promon

FIX:
Only the database owner, the root account, or the actual hung user can disconnect the user in Promon. Users can only disconnect themselves.
The database owner is usually root also.
If root permissions are granted to the db files at least, and preferably the db files and directory, this will allow another user to disconnect hung users.
