SYMPTOM(s):
Invalid username and/or password specification. (9173)
CAUSE:
Any password specified will cause error (9173) if trying to start the AdminServer or connecting to it with the Progress Explorer if the new security feature is disabled.
FIX:
1) add a new Server with no Username or Password saved;
2) close Progress Explorer;
3) Start Progress Explorer again; and connect to the Server without entering a password
