DOWN phrase for BROWSER must be constant at compile
The documentation for DEFINE BROWSE is incorrect when referring to
the DOWN option (page 289 V7 Lang. Ref. 1). It refers the reader to
Frame Phrase entry which then states that the expression for the DOWN
can be a variable name. This is _not_ true for browsers.
It has to be constant (known) at compile. THIS SHOULD BE STATED
in the DEFINE BROWSE documentation instead of directing the user
to the Frame Phrase.
