CHANGE:
Patch 9.1C22 (or later) was installed.
CAUSE:
Known issue. Some files are missing from the 9.1C22 and later patches.
FIX:
For 9.1C, you must register proexptlr.dll. To do this, follow the steps in the README.PAT file that is included in the patch zip file.
From within proenv:
regsvr32 %DLC%\bin\proexptlr.dll
Note that this bug is fixed in 9.1D.
