New attribute KEEP-FRAME-Z-ORDER to manage frame & window
With 7.3A, a new window attribute is added to alter the default
behavior for determining the frame that is moved to the top in a
given window. The default behavior will bring the frame containing
the widget that has focus to the top. This is not always the desired
behavior, especially when small frames are layered on top of larger
frames.
The KEEP-FRAME-Z-ORDER attribute can be set to override the default
behavior, allowing the smaller frames to remain on top even when a
widget belonging to a frame underneath is given focus. This does not
affect the MOVE-TO-TOP() and MOVE-TO-BOTTOM() methods.
