Translation Manager requires full path on COMPILE in .XRF

The Translation Manager uses an XREF file to identify translatable
strings. It uses the COMPILE line to identify which PROGRESS
procedure the information is coming from. Currently, PROGRESS,
during XREF generation, places the PROCEDURE name, as supplied by the
user, next to 'COMPILE' in the XREF file. This may be a relative
pathname or a fully-qualified pathname, depending on how the XREF
was generated. Using this information, the Translation Manager has
no way to determine that two paths refer to a single, unique
procedure (one fully-qualified, another relative). The Translation
Manager treats them as two unique procedures when they are really
the same procedure. This will result in two instances of the string
in the Translation database information.
