UIB appears to take a long time to start up.
FIX:
Check your PROPATH environment variable to validate that $DLC (%DLC%) and $DLC/bin (%DLC%\bin) are located at the beginning of the PROPATH.
To display your PROPATH environment variable, right click on "My Computer" and select the environment tab. The top portion of the window displays system variables while the bottom portion contains user variables.
