'stget' errors with proutil: USE -ovl START UP PARAM

If a user is getting 'stget' errors using the proutil
utility on DOS, you can use the -ovl startup option to
help get around it.
(e.g. proutil demo -ovl 32 -C bulkload demo.fd)
