Kbase 22036: Progress Explorer Will Not Start, No Error Messages

SUMMARY:
After the installation of Progress 9.1C, you start the AdminServer and try to connect with Progress Explorer. Progress Explorer fails to start, but there are no error messages and no log file is generated. All you see is the hour glass for about 10 seconds.
EXPLANATION:
This problem is logged as bug # 20020405-045. The behavior does not happen often, but has been seen on both Windows 2000 and XP Professional.
SOLUTION:
The workaround is to connect to the machine from another PC where the Progress Explorer is not experiencing problems.
This issue is fixed in Progress Version 9.1D and in patch 9.1C23 for Windows.
