Kbase 22020: WebClient and Problem with the INI2REG Utility on Win9x

SUMMARY:
This Solution applies to Progress Version 9.1C.
If the WebClient is deployed with the System Task Definition set to "Run INI2REG" utility in order to update the registry on the target machine, the registry will not be updated if the target PC has a Win9x operating system.
No error messages will be reported during the installation.
When the WebClient application starts, the error message will appear:
<Registry key>: is an invalid registry location. (5642)
EXPLANATION:
There is a problem with the silent run of the INI2REG utility on the Win9x platform for the Progress Version 9.1C. This has been fixed in Version 9.1D.
SOLUTION:
Upgrade the WebClient to 9.1D.
A workaround is to use the ini file with the startup parameter -basekey "INI".
