V7 _proutil.exe is protected-mode executable on DOS/MSWindow
The V7 _proutil.exe is a protected-mode executable. Users will no
longer need the -ovl startup parameter to avoid the stget error which
was commonly encountered during bulkload in V6. The V7 _proutil.exe
will use available extended memory, but must still be run from the
DOS prompt.
