SUMMARY:
When installing WebClient on a client PC, you're given the option of choosing where WebClient and the application will be installed. The installation of WebClient must also place files in the "Program Files\Common Files" folder. And, it might also install DLL files under the "Windows" directory depending on how current the installed DLL file is on the client PC.
EXPLANATION:
The Common Files folder is the recommended default location for folders that are shared by applications. Progress puts files in the Common Files directory in order to support multiple versions of WebClient on the same machine. There is no way around this.
