FACT(s) (Environment):

SYMPTOM(s):
Event Logger error: Could not find PROMSGS.DLL. (5194)
Progress installed on a fileserver
CAUSE:
This error is caused by a known Microsoft bug. It is caused when the client that first opened the PROMSGS file logs off. The Terminal Server incorrectly closes the file handles that it has open to the remote file, so any other programs that had the PROMSGS file open are no longer able to access the file.
FIX:
Microsoft has released a patch that resolves the problem. More information is located at:
