Kbase 21623: Report Builder: Error (98) and (4781) After NetSetup Installation

SYMPTOM(s):
Trying to open Report Builder after a Netsetup installation.
** Unable to open file: <file-name>. Errno=<number>. (98)
** Unable to open file: convmap.cp. Errno=2. (98)
You are not licensed to run <product name>. (4781)
You are not licensed to run Progress Report Builder. (4781)
CAUSE:
PROCFG and PROCONV variables not set in Registry.
FIX:
Create a new environment variable "PROCFG" and "PROCONV" in the Windows registry as follows:
1) Start > 'Run' > Open: regedit
2) Go to HKEY_LOCAL_MACHINE\SOFTWARE\PSC\PROGRESS\9.1x\Startup
3) Select the menu option Edit > 'New' > String Value.
The Name must be PROCFG and the Data
<network drive>:\DLC91x\progress.cfg
4) Repeat step 3. But the Name must be PROCONV and the Data
<network drive>:\DLC91x\convmap.cp
Example:
HKEY_LOCAL_MACHINE\SOFTWARE\PSC\PROGRESS\9.1C\Startup
PROCFG E:\DLC91x\progress.cfg
E:\ is the network drive.
