FIX:
Create a new environment variable "PROMSGS" in the Windows registry as follows:
1) Start > Run -- Open: regedit
2) Go to HKEY_LOCAL_MACHINE\SOFTWARE\PSC\PROGRESS\9.1x\Startup
3) Select the menu option Edit > 'New' > String Value
The Name must be PROMSGS and the Data must be
<network drive>:\DLC91x\promsgs
