FIX:
ProControl may fail to install when the file C:\winnt\system32\procctrl.cpl is not removed properly during an uninstall of a previous Progress version. This file may have been locked by the operating system during the original uninstall process, thus preventing it from being properly removed.
Ideally, before removing any Progress installation, ProService, Progress AdminServer, and all related Progress services (which may be running on a windows NT an/or Windows 2000 machine) should be stopped. To do this, set these Windows services to the "manual" mode of operation, then restart the machine. After the machine restarts, a clean uninstall can be attempted.
However, if there is an existing installation on the system, you can use Progress Solution 20921 (Manually Install/Configure ProControl on Windows NT/2000) to manually add ProControl to this existing Progress installation.
