FIX:
You will have to install the Windows 2000 language package in order to support the T-Chinese locale (so, single OS with multiple language locale support).
This differs from Windows 98 or Windows NT which actually require the Traditional Chinese OS version to be installed.
After making such changes to the configuration of the system it is advisable to reboot the machine to ensure that the changes take effect.
-- To add an additional language in Windows 2000, follow these steps:
1) Click Start, point to Settings, and then click Control Panel.
2) Double-click Regional Options.
3) Click the General tab. In the "Language setting for the system" browse, click to select the check box next to the appropriate language group you wish to install -- such as "Traditional Chinese" , and then click Apply. The system will either prompt you for a Windows 2000 CD-ROM or access the system files across the network. Once the language is installed, you can select it as the default Locale in the "Your locale (location)" combo box on the General tab. Windows 2000 will prompt you to restart the computer.
-- To enable a newly added language and specify a keyboard layout in Windows 2000, follow these steps:
1) Click Start, point to Settings, and then click Control Panel.
2) Double-click Regional Options.
3) Click the Input Locales tab.
4) In the Input Locales box, click the appropriate language, and then click Properties.
5) When the "Input Locale Properties" window appears, in the Keyboard Layout/IME box, select the appropriate keyboard layout/Input Method Editor, click OK, and then click OK again. Languages like Chinese that use ideographic symbols need an Input Method Editor in order to enter characters. If the chosen keyboard layout does not support an Input Method Editor, then incorrect characters can result.
-- To switch locale among languages:
1) Click Start, point to Settings, and then click Control Panel.
2) Double-click Regional Options.
3) In the General tab, select the language you wish to switch to, for example "Chinese Taiwan", from the "Your locale (location)" combo box.
4) Then click the Apply and Ok buttons. Restart the machine if it asks you to.
