SYMPTOM(s):
Installation of WebClient application fails with the error message of either Error code = 3 or Error code = 16
Unable to set Application security status to Unsecure. Error code = 16
Unable to set Application security status to Unsecure. Error code = 3
CAUSE:
The cipher strength of the encryption package installed on certain Windows machines is insufficient. During the installation process the WebClient encrypts certain values in the registry and if a non adequate encryption package is installed, then the problem may occur.
FIX:
1) Start Internet Explorer.
2) In the Internet Explorer choose "Help" > "About..." from the
main menu. Look for the "Cipher Strength" value.
The set value should be 56 bit or higher cipher encryption strength.
3) Open the 'readme' file in the Progress installation directory and
follow the instructions in the "Running a WebClient application
with SSL RN #: 091C-00249" to perform the Security package update.
