What does the 'Last Change' information mean for the WebSpeed Agent

FACT(s) (Environment):

WebSpeed 2.x
WebSpeed 3.x

FIX:

Progress cannot guarantee that the log/status contents and format will remain static from version to version. The Last Change timestamp should be used to determine if a process has been running for a long time.

WebSpeed 2.x would only changes the timestamp in the Last Change field when there was a change in the agent status (from available to busy, etc..).

WebSpeed 3.x, this no longer applies, as the logging method has changed. There are other situations that might cause the timestamp to change. For instance, when the agent causes a message to be written to the log file, the time stamp will change
